Liao received a BS in physics from Caltech in 1967, followed by an MS and a PhD in applied physics from Harvard. He returned to Hong Kong in 1974 and taught in the electronics department at the Chinese University for 10 years. He was co-founder and executive director of Varitronix, a major LCD manufacturer that operated in Hong Kong and mainland China, where he served for 24 years before retiring in 2001.

Liao has served on several academic and industrial committees in Hong Kong for over three decades. He has served on the councils of many major local universities, including the University of Hong Kong, the Hong Kong University of Science and Technology, and the City University of Hong Kong.
